ABOUT THE TOPIC - Ukraine and the Future of European Security

With reduced U.S. support for NATO and Ukraine, Europe faces strategic uncertainty. The Trump administration has signaled an intention to reduce its security role in Europe. What are America’s stakes in NATO and Europe’s strategic dilemmas, and how might Europe respond?

Joining us as Speaker is Erin Rosenberg, Attorney, and as Moderator, Svitlana Ramer, Ph.D., President, Ukrainian Society of Indiana. 

ABOUT OUR SPEAKER - Erin RosenbergAttorney

Erin Farrell Rosenberg is a licensed attorney specializing in International criminal law (ICL), reparations, and genocide prevention.

She spent a decade working n ICL, beginning at the International Criminal Tribunal where she assisted the Trial Chamber at the pre-trial stage on the Prosecutor vs. Ratko Mladic case. She then moved to the International Criminal Court (ICC), first in the Appeals Chamber where she worked on the ICC’s first judgment on reparations in the Lubanga case. She then continued her focus on reparations by leading the legal work at the ICC Trust Fund for Victims. In this role, she designed the Court’s first reparations beneficiary eligibility screening system, conducted harm assessments and victim consultations for purposes of reparations design and implementation planning, and oversaw the implementation of the first reparations to beneficiaries in the ICC’s history. She spent extensive time working directly with victim of atrocity crimes in the Democratic Republic of Congo, Central African Republic, and Mali.

Upon returning to the US, she served as the Senior Advisor for the Center for the Prevention of Genocide at the United States Holocaust Memorial Museum, where she was the lead author for the report series, Practical Prevention: How the Genocide Convention’s Obligation to Prevent Applies to Burma and the Center’s legal work on the situations in Myanmar (Burma) and Xinjiang, China. Currently, she works as a legal consultant, advising a number of NGOs and victim groups on legal and policy issues related to atrocity crimes and conflict situation.

She is also, on a consultant’s basis, the Senior Legal and Policy Advisor for the Red Line Initiative, recently initiated by the Mukwege Foundation together with 2018 Nobel Peace Laureate Dr. Denis Mukwege, which seeks to create an international convention for the elimination of sexual violence as a method of warfare.

Erin Rosenberg has been named a Visiting Scholar with the Urban Morgan Institute for Human Rights at the University of Cincinnati College of Law

ABOUT OUR MODERATOR - Svitlana Ramer, Ph.D., President, Ukrainian Society of Indiana. In her role as Indiana Honorary Consul to Ukraine, she frequently travels to Ukraine.


Svitlana Ramer was born and raised in Ukraine and moved to the US in 2008 for graduate school. She holds a BS from the Kyiv National University, MS from East Carolina University, and PhD from Penn State - with her research focused on Ukrainian diaspora in the U.S.

Svitlana has dedicated herself to the field of international affairs first as a college professor and TEDx speaker, and then as the VP of Development and External Affairs at The International Center, the Head of Communications for Ukraine Management Unit at DAI Global, and now as the Content & Editorial Manager at Razom for Ukraine.

In 2022, in response to the Russian invasion of Ukraine, Svitlana founded the Ukrainian Society of Indiana to serve Ukrainian Hoosiers and friends of Ukraine through cultural, educational, and civic projects. She is responsible for setting up three sister cities between communities in Indiana and in Ukraine and accompanied Governor Eric Holcomb on his visit to Ukraine during which Indiana signed a Sister City State Agreement with a Ukrainian region. 

For her work, Svitlana has been awarded the role of the Honorary Consul of Ukraine to Indiana, as well as named the 2024 Emerging Leader of the year by the United Way of Central Indiana and the 2024 Global Impression Award winner by The International Center.
